Asia Pacific - Regional IT PMO Manager
MAIN PURPOSE
The Regional IT PMO Manager is responsible for ensuring financial integrity, IT programme management, and communication across the APAC ICT portfolio.
This role acts as the single point of coordination for IT financial management, portfolio visibility, vendor cost governance, and ICT communications, supporting decision‑making at regional leadership level and partners closely with ICT Domain Leads (Applications, Infrastructure & Network, Security, Digital, BI/Reporting), Finance, HR, Legal, Procurement, and Global IT teams to ensure that IT initiatives are well‑governed, financially controlled, and clearly communicated.
KEY RESPONSIBILITIES
IT Financial Management & Budget Governance
- Own and maintain the APAC IT budget across Budget planning, Latest Estimate cycles, actuals, and accruals
- Perform chargeback calculations, cost allocations, accruals, reconciliation, and financial reporting
- Maintain APAC IT financial data in Global tracking systems (e.g. Apptio)
- Analyse IT spend to support cost optimisation, forecasting accuracy, and management decisions
- Partner with Regional Finance team to ensure timely and accurate submissions and resolve discrepancies
Vendor, Procurement & Contract Oversight
- Support procurement and vendor contract management for ICT components across all verticals (Infrastructure, Security, Digital IT, and Enterprise Applications)
- Track vendor costs, renewals, and contract compliance
- Validate invoices against scope, budget, and approval
- Ensure recharge and approval processes are properly documented prior to Finance processing
Project Portfolio Visibility & Reporting
- Maintain a consolidated, real‑time view of all ICT initiatives across verticals
- Own and continuously improve the Regional IT PMO framework, including templates, approval gates, and governance cadence
- Support IT Leads in periodic portfolio reviews, including:
- Project status and milestone tracking
- Risk and issue management
- Budget alignment and forecast health
- Act as the first control layer before escalation to Regional ICT Director
ICT Communications & Stakeholder Coordination
- Serve as the primary coordination point and owner of ICT communications, including:
- System downtime notifications
- Change, testing, and deployment communications
- Cross market impact advisories
- Partner with Communications team and ICT leadership to ensure messaging is accurate, timely, and appropriate
- Maintain active engagement within the regional ICT community through structured updates and forums
REQUIREMENTS
Qualification and Experience:
- Minimum 7+ years of experience in IT PMO, IT Finance, or IT Project Management roles
- Strong experience in IT financial management, including budgeting, forecasting, accruals, and chargebacks
- Solid understanding of PMO governance frameworks and portfolio management
- Experience working in regional, multi market environments
- PMP / PRINCE2 / CITPM or equivalent certification preferred
- ITIL and Agile knowledge is an advantage
